USAF Colonel, commander of Bentwaters/Woodbridge in 1980 — Halt's direct boss. He investigated the Rendlesham incident himself (debriefed Halt and Penniston, visited the site) and found nothing anomalous.

Skeptical viewHe broke his silence to David Clarke (2010-11): 'We had people in position to validate Halt's narrative, but none of them could.' He denied OSI interrogations and 'truth serum.' Halt shot back alleging memory problems or cover-up — the war among the protagonists is part of the case.
