Project Capella (2008)
A December 2008 proposal, signed by Documatica Research (San Francisco), to build for BAASS a 'data warehouse' of unusual aerial phenomena: catalogs of cases 'whose nature or behavior suggest the presence of an unrecognized threat'. Budget: $610,000 the first year and $830,000 the second. Published in the seventh PURSUE release (Oct 2026), complete in Nodriza's archive.
What is claimedThe author, redacted in the document, says he compiled 'the Magonia catalogue' in 1968 and the Blue Book catalog with his wife — traits that match Jacques Vallée. The text warns against assuming every case is an extraterrestrial spacecraft.
Skeptical viewVallée's authorship is an inference: the document does not name him. It is a work proposal, not a result; the final size of the database (234,364 reports) comes from another BAASS report, which notes it includes duplicates and already-explained cases.
